On July 28, 2008, the Minnesota Department of Natural Resources (DNR) issued a Request for Comments on amendments governing aquatic plant management (APM) fees. These DNR documents are available for download here:
They have asked that persons who wish to comment should respond to:

Responses must be received by the DNR no later than October 3, 2008.
Attached is the document which is being sent by MHL in response to this Request for Comments. We ask each of you, individually or corporately, to send a similar letter to the DNR. You may take our letter verbatim over your own signature or write your own letter. If you wish to write your own letter, a "Talking Points" document can be downloaded here to help you.
Please note that this matter is not yet in the formal rule-making process. This is the rule development process only and we may need to resubmit our comments if and when this matter goes to an Administrative Law Judge.
MHL will continue to keep you posted on this and other developing issues of concern to lakeshore property owners.
We need your active involvement on these matters if we are going to keep fairness and balance in the APM process. Please take action!
